How to determine whether a registered trademark constitutes actual use?

A registered trademark should be used publicly and truly in commercial activities. If there is only transfer or licensing, or only the publication of trademark registration information or a statement of exclusive rights to its registered trademark, it should not be considered as trademark use.

The actual user can be the trademark owner or the licensee.

The trademark actually used should be an approved registered trademark and used for the approved goods. If there are slight differences between the trademark actually used and the approved registered trademark, but the distinctive features are not changed, it can be regarded as the use of the registered trademark.
